Let the eggs sit at room temperature for 30 minutes. Set the oven to 100 degrees. Put the egg whites in a dry bowl and beat them until they fluffy, using the mixer at low speed. Add cream of tartar and beat for another 10 minutes. Increase the mixer speed and add the sugar three times and continue mixing for 6-8 minutes. Fill the mixture into a flat-tipped piping bag and squeeze it onto a tray lined with baking paper, narrowing from the wide circle to the top. Place the tray in the oven and bake for 1-1.5 hours. Turn off the oven and let it sit for 15 minutes, then take it out and let it cool completely at room temperature. Melt the chocolate in a double boiler. Draw eyes and nose with chocolate on the ghost-shaped meringues. Serve.
